Occasionally, the League conducts a workshop over the Iowa Communication Network (ICN). The League does not have the authority to use the ICN and must rely on a
partner that is an authorized user to assist in coordinating an ICN event.
Typically, this will be a state agency or regent university. It is not feasible
to broadcast to every ICN location in the state for the following reasons:

Most of the workshops require registration and handouts that must be sent to
each location for distribution to participants.

A significant amount of time is needed to check in with each location before
the session begins to ensure that the technology is operating properly. The
more locations, the longer this process takes and the greater likelihood of
technical problems.

As the number of sites increases, the ability of the participants to
communicate over the network becomes limited in that only one microphone
broadcasts at a time.
Due to the numerous requests we receive to host an ICN session, this policy has
been drafted to explain the process the League uses in the selection of ICN
sites.
League staff will determine the total number of ICN sites. The state will be
divided into six regions. An equal number of ICN sites will be offered in each
region. For example, if there are a total of 30 ICN sites required, each region
will have five locations. Once the total number of ICN sites has been
determined, locations will be selected in the following manner:

Priority will be given to those sites that have been volunteered by member
cities. To establish priority, a city submits
the application form.

In order for the site to be considered a priority, the city must provide a site
coordinator for the workshop. The site coordinator must be at the site
forty-five minutes before the starting time and must stay for the entire
workshop. The site coordinator will be asked to assist with workshop duties
such as posting signs, checking registration lists and distributing materials.
There is no public speaking required. Registration fees are waived for site
coordinators.

In addition, the city must pledge to have at least two officials from the city
attend the workshop.

The ICN site must be compatible with the requirements of the Americans With
Disabilities Act.

Applications are to be mailed to the Iowa League of Cities, 317 Sixth
Avenue, Suite 800, Des Moines, IA 50309. The application will be considered
effective for two years.

If a site is selected for a workshop, that site will not be considered a
priority for the next series of ICN workshop conducted by the League.

The application is for priority only. The League reserves the right to make the
selection of sites in the best interest of the membership. The League will make
reasonable attempts to use sites that have been volunteered under this policy.
